The Challenge

Through its Roadmap to Racial Equity, the Government of Ontario is working to break down barriers to ensure Black, Indigenous and racialized people have equal opportunities for employment and promotion within the Ontario Public Service. The Ministry of Government and Consumer Services (MGCS) needed an instructional design team that would take a skilled, sensitive and flexible approach to facilitating anti-racism workshops.

“Working the 4Forward team was a great experience. They not only produced high quality deliverables, often times they were one step ahead of me in knowing what my needs were for the project. I highly recommend them for both design and development of learning resources.“

Jen Stuart, Former Manager, StepUP BC The Process

To prepare, we pored over the Ontario Public Service’s extensive library of materials on racial equity and consulted with subject matter experts at the Ministry. Drawing on these learnings, we designed an anti-racism action planning workshop, balancing the need for practical results with the need to educate and encourage participants. We then facilitated workshops for the senior teams of each of the MGCS’s 19 divisions. At the conclusion of the project, we reported on all 19 planning sessions.

The Result

With a focus on practical action planning, 4Forward helped the 19 divisions develop clear, measurable and time-bound goals in support of the Roadmap. Through this project, the MGCS—and by extension, the Government of Ontario—took major strides toward implementing plans and policies that combat racism and contribute to an inclusive workplace. Reports show that Black, Indigenous and racialized employees are experiencing more opportunity for employment and advancement in the Ministry.

The Ministry of Government and Consumer Services (MGCS) is responsible for the delivery and management of government operations and consumer services in Ontario.

Industry Services
